On the 7 January 2026 Luke Charters MP brought the proposal of the Student Finance (Review of Payment Schedules) Bill to Parliament and we will provide insight into what this means.  

Context  

Most students currently receive their maintenance loans in termly instalments which can result in further unnecessary financial pressures on students that are creating further anxiety while students are in a cost of living/learning crisis. This Bill will require the government to review the scheduling of student finance payments for undergraduates. They are asked to look at options for paying maintenance loans in monthly instalments and the possibility of advance payments to aid in certain circumstances.   

Luke Charters MP for York Outer is working with the National Union of Students (NUS) and a plethora of Students’ Unions including us, to move this forward and ensuring student voice is at the heart of this bill. This Bill would not have an immediate impact, however Amira Campbell President of NUS states that “Student finance is in dire need of reform and a review into the payment plan is a great place to start. We’d strongly support this review and a move to monthly payments which would allow students to better budget their income, particularly over the summer where bills come in, but their income does not.” 

The second reading of this bill will be taking place on Friday 16 January 2026.
